Skaugen Marine Construction (SMC) is a division in I.M. Skaugen Chian Activities.

SMC managed shipbuilding activities in China has been restructured with the activity level, this as the Norgas related newbuilding projects are about to be completed. So far we built 18 gas carriers. We would put emphasis on utilizing properly the knowledge and skills within SMC in the developments of activities that are properly tied into our core business and offering newbuilding services to third party customers.

As a unique builder of highly specialized and advanced ships, we would like to provide the service in the field of cargo tanks and gas handling system.

Small scale LNG is our innovative maritime solutions, such as LNG unit for marine fuel main engine, power plant and small scale LNG terminal. As the pioneer of the field, SMC provide concept, design and supervision on an ECPS basis.

  • SMC Introduction

SMC managers the newbuilding projects from inception of ship design to overall procurement,  building and supervision. We use our own in-house expertise to work with our various partners and joint ventures like Shenghui to build unique ship. On a conceptual basis we work as an EPCS contractor (Engineering, Procurement, Construction and Supervision) with alliances for the construction of the hull, for the construction of the cargo plant and for outfitting and testing of ships.

Since its establishment back in the fall of 2006, SMC has completed and delivered fully pressurized LPG carriers, combined gas and chemical carriers, and the latest our small scale LNG vessel. Both of these combination type ships are probably some of the most technologically advanced and complex vessels ever built in China.

We would like to put emphasis on utilizing properly the knowledge and skills of cargo system which is properly tied into core business and offering newbuilding services to third party customer.

Marine LNG could become the largest market for small scale LNG solutions. With tightening rules for both SOx and NOx emissions, LNG is becoming a very viable alternative to marine diesel as well as low sulphur bunker fuels combined with different post combustion cleaning processes. Using LNG as the fuel will solve the emissions problems at source; LNG will generate no SOx emissions and will lower the NOx emissions with 80-90% compared with traditional bunker fuels.

As a marine LNG fuel unit supplier, SMC cooperates with engine supplier to provide gas handling and storage systems: Type C pressured tanks, boil-off gas screw compressors, water-glycol powered fuel gas vaporized and fuel gas heater/cooler. Depending on design conditions, submerged motor pumps and/or high pressure pumps will be added to fit the system requirements of engines.

Branding centennial history of vessel operation, and a decade of newbuilding in China, SMC provides consultancy work, packaged systems to gas tanker building yards, owners and design institutes, SMC also supplies specialty equipments & systems for other types of liquid cargo vessels, generic shipbuilding and offshore prospects.

Aligning the group’s strategy on complete LNG value chain, SMC aims to migrate our know-how of shipboard LNG liquefaction plant to onshore applications, to extend our services to projects owners, EPC firms of onshore MiniLNG plants.

Shenghui Gas & Chemical Systems (Zhangjiagang) Co., Ltd. (SGCS) is IMS group’s joint venture specialized in designing and manufacturing non-standard pressure vessel of Class I, II, III( high pressure), cryogenic equipment, spherical tanks and marine equipment, etc.  It is granted by ASME with U stamp and certified by DNV, BV, NK, LR, CCS, GL and other class. SMC is committed to support SGCS on marketing & sales on the international market for foreign owners, EPCS, including non-standard tanks, cryogenic storage tanks, spherical tanks and marine tanks.

    • Norgas Vision, the vessel of 12,000cbm LNG/LEG/LPG carraier, was delivered at October 13, 2011.

The last of the three vessels in the Wintergas series has been successfully delivered. The vessel will complete its gas trial and enter the Norgas fleet as a combination of gas and chemical vessel. The delivery has increased the Group's liquidity with USD33.5 mill and these funds will be applied to a reduction in working capital related debt employed by the Group's ship building activity and this again improves the equity ratio.

The delay of the vessel was caused by fraud committed by the trading company - a joint Seller of the ship under the ship building contract. The vessel was originally completed with crew onboard and ready for delivery since May 2010. In addition to the operational loss, the USD 35 mill absorbed as working capital was not able to generate proper returns during the whole period where the vessel was detained. The vessel delivery was not achievable without constant support from the Chinese government that has applied their resources to resolve the complicated legal and political issues. Although Norgas Camilla has been delivered, we are still proceeding with the arbitration process at HKIAC (Hongkong International Arbitration Centre) for the economic loss we suffered from the delayed delivery.

Furthermore, the Multigas vessels Norgas Vision (12 000cbm) and Norgas Conception (10 000cbm) have completed their sea trials and these vessels will be delivered in October this year. The two vessels are capable of carrying both LNG and petrochemical gases. These deliveries mark the successful completion of our current newbuilding program. Under this program we have by SMC - Skaugen Marine Construction - completed building on 12 gas carrying vessels in China out of which 9 has been retained by Norgas for its trading and 3 have been resold. Of the 9 vessels retained by Norgas, 6 of them are the Norgas unique design of LNG capable ethylene vessels and the other 3 vessels are with unique gas/chemical design.

Norgas Innovation, the first vessel of six LNG/LEG/LPG gas carriers, delivered on Jan 2010, after one and half year smoothly operation, finally be engaged its gas trial at Coaast Center Base (CCB) at Agotnes, Bergen, Norway.

CCB is the main supply base for oil and gas fields in the Tampen area of the North Sea, provides the petroleum service and supply sector, as well as technical maintenance and harbor logistics. Norway is the most advanced country at LNG powered energy. CCB is authorized as a LNG supply base for LNG powered vessels.

Norgas Innovation berthed at CCB No.3 jetty on morning , 3rd July, with pre-cooled down -60oC for cargo tanks under nitrogen atmosphere. Gasnor, an LNG power supplier, supplied the LNG with semitrailers from their Kollsnes plant to the jetty, through semitrailer discharge pump transferring LNG to deck tank by flexible hose being connected to vessel manifold.

The whole LNG gas trial process was operated by crew members, conducted by Mini LNG technology researcher, vessel designer, ship builder and insulation maker. GL class LNG specialist and surveyors fully surveyed and accepted LNG relevant systems and equipments, vessel was certificated to handling LNG cargo.

Norgas Innovation is now being certified Mini LNG carrier, as for the forthcoming rapidly growth demands of LNG energy in industry. She is ready to pick up anchorage, to provide LNG transportation and supply service in worldwide.

    • Norgas Unikum, the first vessel of 12,000cbm LNG/LEG/LPG carraier, was delivered in Jiangdu Jiangsu at June 13, 2011. The serial of small scale LNG multigas ships from 10,000cbm to 12,000cbm, is a good prove for our innovative maritime solution.
